Concept:

This was the second attempt for a company to build out the corner of Elmwood and Forest. The idea was to replace the existing mixed-use houses with a super-structure-esque condo/hotel that would service the entire city with upscale living and shopping.

It wasn't long before the idea was shelved - this was a bit more ambitious than the first development proposal for that corner, which was probably the first mistake made when moving forward with the concept.

If you click on the additional images, you will see the first proposal that was to accommodate both Buffalo State College and the Gallery District. The plan was tabled long before it even hit the runway.

Opponents battled the size of the building and parking issues were also a big factor. Ultimately it was the mixed-use nature of the development that became the big hangup as the original city zoning for that corner was residential (ancient charter) and had not been revised - talk about a loophole.
